Teaching positions are being filled quickly

The Ministry of Education and Finance has established a working group to investigate incorrectly reported teacher positions in the personnel administration system DIPSY. The goal of the working group is to identify the causes of the errors and implement control measures to prevent future occurrences.

In the meantime, significant resources are being allocated to address the teacher shortage, especially in areas such as language promotion, special education, and vocational schools. The hiring period for this school year has been extended to October 31, 2025, to fill the later-discovered positions.

So far, 73 people have been recruited for direct entry in special education, and a total of 290 in vocational schools. The Ministry of Education expects a significantly improved teaching supply for the coming year, with 300 additional positions created for the current school year. These positions are intended to secure the employment of trained gymnasial teaching staff and prepare for the sudden increase in demand with the switch to G9 in the 2032/2033 school year.

The working group includes representatives from the Ministry of Education, Ministry of Finance, State Office for Salaries and Benefits (LASUB), Institute for Educational Analysis Baden-Württemberg (IBA), Government Presidencies, and State Audit Office. The hiring process for the 2025/26 school year is even better than last year, despite the increase in open positions due to the positions discovered just before the summer break.

Primary schools receive over 400 positions, including their share of the expansion of the substitute reserve, to implement the legal claim to a full-day offer from the age of primary school and to accommodate the expected growth in student numbers in the school year 2025/2026. Special educational and counseling centres receive the largest share of the 1,440 additional positions, with 510 positions (including sick leave reserve).

Minister of Education Theresa Schopper has stated that while they are investigating the incorrectly reported positions, the 1,440 additional positions for teacher supply are welcome. The working group is expected to present its final report by Christmas 2025.

For high school teachers, the hiring situation will not change significantly in the next school year, with a gradual build-up path for the additional positions needed by the school year 2032/33. The hiring process for these positions ended in early September, with 200 of them currently filled and no response to 100 of them. The remaining 100 positions will be re-advertised, possibly with adjusted subject or regional focus.

The figures for the school year 2025/2026 show an increase in positions for Sekundarstufe I (HS/WRS, RS, GMS) compared to the previous year.

Despite the challenges presented by the additional positions, particularly in terms of allocating positions to schools, coordinating job advertisements, and implementing hiring processes, the Ministry of Education expects a significantly improved teaching supply for the coming year.
