Crimes Against Minors: Understanding the Causes

A complex web of factors contributes to the rise in crimes against minors in Kazakhstan. The escalation of synthetic drug use and combined drug dependency among youth, human trafficking, and organized crime involvement are key causes. According to recent reports, 134 trafficking-related crimes were reported in early 2025, with children among the victim groups exploited for labor and sexual purposes. [1][2]

Consequences and Challenges

The consequences of these crimes are far-reaching, with minors suffering physical and psychological harm, social destabilization, and legal and enforcement challenges. Underreporting and complex organized crime dynamics hinder effective policing and victim assistance. [2]

Crimes Against Minors: Solutions and Prevention Measures

To combat these issues, Kazakhstan has intensified anti-drug operations, blocked thousands of drug-related websites, detained offenders, and improved legislation concerning violence and trafficking crimes. [1][2] Legal reforms, such as the 2024 Law on Combating Trafficking in Persons, have been introduced to strengthen protections against crimes targeting children and women. State institutions have also taken a more active role in victim assistance previously managed by international NGOs. [2]

Promoting Inclusive Education

Meanwhile, efforts to promote inclusive education for children with special educational needs have been gaining momentum. Over 77,000 children with special needs are currently studying in inclusive conditions in preschool, secondary, and special schools. [1] Dr. Marzia Asylbekova, in her speech, dedicated her focus to the formation of an inclusive and comfortable educational environment. [2]

A new republican project on educational programs called "Probilim: inclusion and law" is being initiated and launched, aiming to develop necessary competencies among educators for creating a harmonious and safe educational environment.
