A scathing letter penned by the SNPDEN-UNSA, the first union of school and college directors, on May 22nd. In it, they accuse the Ministry of National Education of exerting an unacceptable amount of pressure to obtain data on short-term teacher replacements.

"The Ministry is throwing their whole kitchen sink at this issue," critique the school heads, "They're relentless in their pursuit of indicators on short-term replacements [RCD]." The union further points out that the Ministry doesn't shy away from being pushy, sometimes resorting to threats, and comparing academic regions using suspicious, factually dubious figures." The SNPDEN-UNSA has urged school directors to halt any further data communication with the Ministry.

Emmanuel Macron himself has designated the enhancement of "RCD", commonly known as replacements of less than fifteen days, as an "absolute priority" since his re-election in 2022. These short-term replacements should ideally be managed internally by school heads, with longer replacements falling under the purview of regional academies. To encourage this, a "teacher pact," an additional remuneration for teachers willing to replace their absent colleagues at short notice, was even established.

While the current dispute between school heads and the Ministry might not have been extensively reported, similar issues have surfaced before. In 2022, French Education Minister Amélie Oudéa-Castéra faced criticism for expressing dissatisfaction with her son's experience in a public school. Part of her complaints revolved around issues with teacher replacements, highlighting broader concerns about the availability of substitute teachers in French public schools[5].

Another topic gaining attention is the matter of child abuse in French schools. Efforts have been made to improve reporting and support for victims, with Catholic education bodies launching awareness campaigns and setting up truth commissions to address past abuse[4].
