Federal student financial aid (Bafög) reaches its lowest point since the year 2000.

The German government has announced a proposed reform for the Federal Training Assistance Act (BAföG) aimed at easing financial support for students and simplifying the system.

Increase in Housing Cost Allowance

Recognising the rising costs of rent and living expenses in many university cities, the reform proposes to significantly raise the amount of financial assistance provided to cover students' housing costs. This move is expected to reduce the financial burden on students who have to find accommodation away from home.

Raising the BAföG Basic Requirement

The basic requirement, which includes the sums granted for subsistence and study-related expenses, is set to be increased. This means that the minimum guaranteed support a student can receive will be higher, reflecting inflation and increasing costs of living. This change makes BAföG support more adequate and responsive to today’s economic realities for students.

Simplification of the System

The reform also intends to simplify the bureaucratic procedures involved in applying for and receiving BAföG. This includes clearer rules, reduced paperwork, and user-friendly digital processes. The goal is to make the aid more accessible and reduce delays or complications in funding approval.

Additional Updates

Since winter semester 2024/2025, additional relevant updates related to BAföG reforms include the introduction of a "Flexibility Semester," allowing students to receive an additional semester of funding without providing reasons, extending support beyond the statutory maximum study period by one extra semester upon request. Furthermore, adjustments to income limits for part-time jobs alongside BAföG have been clarified, with earnings up to €556 per month being exempt from reductions in BAföG amount.

Precise details of the new exact amounts for housing cost allowances or the raised basic requirements depend on official legislative or regulatory announcements and may vary by student circumstances. However, the overall focus is on improving affordability and simplifying access to aid.

In summary, the BAföG reform in Germany revolves around increasing housing cost support, raising the guaranteed basic financial help for students, and simplifying the administration of BAföG benefits to better reflect students' financial needs and streamline the process.
