Germany's dual vocational training system, renowned for its effectiveness, is facing a significant challenge, as a recent survey by the German Industry and Commerce Chamber (DIHK) reveals. The survey found that nearly half of the companies were unable to fill all their apprentice positions in the last training year [1].
Industry, transport, construction, and retail sectors experienced particular difficulty in filling apprenticeship positions. Achim Dercks, deputy head of the DIHK, attributed this to the economic situation and lack of financial resources and clear prospects for businesses [2].
The DIHK cautions that the decrease in the percentage of companies unable to fill all their apprentice positions is not necessarily good news. Instead, it suggests that companies had fewer positions to fill due to persistent problems finding candidates [2].
Nearly three-quarters of the companies struggling to fill positions reported receiving unsuitable applications [1]. Other challenges include apprentices' insufficient German language skills and basic competencies in math and writing, as well as organizational and logistical issues in some regions [3].
Changes in vocational school structures in certain regions impose extra burdens on training companies and apprentices, potentially reducing the attractiveness of apprenticeship programs [1]. These factors create a challenging environment for companies to find qualified and motivated apprentices, straining Germany's dual vocational training system.
However, there is a glimmer of hope. Two-thirds of training companies were able to take on all their apprentices [1]. Among the companies struggling to fill apprenticeship positions, only a third cited a lack of applications as the main reason [1].
