The AI Action Summit, taking place in Paris on 10-11 February, is set to address some of the most pressing issues in the field of artificial intelligence (AI). The summit aims to commit participants to develop AI that serves the public interest, although it does not focus on AI safety.

One of the key themes of the summit is the governance of Advanced AI Assistants, which have the potential to place an unprecedented amount of power in the hands of large companies. There are growing concerns about the power imbalance in the AI ecosystem, and achieving global momentum towards sustainable and widely accessible AI will require intentionality and commitment from governments.

The summit is expected to promote international cooperation and collective action to manage the risks of increasingly capable and agentic AI systems. This includes emphasizing safety measures and ethical standards, addressing power imbalances by fostering equitable access to AI technologies, and encouraging transparency and upstream risk mitigation to prevent unforeseen hazards.

To achieve these goals, the summit may initiate frameworks or commitments to avoid ideological bias in AI, similar to the "Unbiased AI Principles" noted in the U.S. Action Plan. It may also reinforce monitoring and safeguarding mechanisms against AI misuse, theft, and adversarial manipulation, and promote scientific cooperation for AI breakthroughs supporting public welfare.

The summit is also expected to result in the creation of an international AI foundation to support and coordinate projects for openness around the AI value chain. This foundation is envisioned to make AI technologies, tooling, and infrastructure widely accessible for use in the public interest.

The Paris summit presents a vision for a future where AI is used sustainably through the establishment of the Coalition for Sustainable AI. The EU AI Act Codes of Practice is currently the only meaningful attempt to place requirements on model developers, but the summit may provide insights into how policymakers perceive the role of AI agents in this regard.

While the specific commitments of the Paris Summit are yet to be announced, the themes discussed here are reflective of recent AI policy discussions globally. These discussions include AI safety, prevention of ideological bias, safeguarding AI against malicious use, and promoting trustworthy and objective AI systems.

The Trump Administration’s AI Action Plan underscores AI safety and trustworthiness by insisting AI pursue "objective truth" and discouraging "social engineering agendas." It also pushes infrastructure development and export of AI technology but leans toward market-driven growth with limited regulatory intervention. The Paris Summit may provide further insights into how policymakers perceive the balance between innovation and regulation in the AI sector.
